The State of Maine is participating in a 4-year federal CCBHC Medicaid Demonstration Program to support the development of Certified Community Behavioral health Clinics in Maine.

The CCBHC Demonstration Program provides reimbursement through Medicaid for the full cost of services that CCBHCs provide, at higher, more competitive rates than community mental health centers previously received for Medicaid eligible individuals. This sustainable funding also ensures CCBHCs can provide a more comprehensive range of services rather than fragmented services driven by separate billing codes.

The purpose of Maine’s CCBHC model is to provide:

1. Equitable access to integrated services for all individuals regardless of primary diagnosis, payor source or ability to pay.
2. A full array of outpatient co-occurring mental health and Substance Use Disorder (SUD) services available in every certified location and coordinated with primary care services.
3. Quality behavioral health services as demonstrated through data and outcomes reports.
4. Enhanced integrated and coordinated mental health and SUD services and supports for people across the lifespan delivered utilizing an interdisciplinary, team-based approach.
